Chief Executive Officer

Jeffrey W. Freeman, PE, CFM, LEED AP

Jeff Freeman currently serves as Chief Executive Officer of Engineering Enterprises, Inc. (EEI). He began his career in civil engineering in 1996 and became a Principal with the firm in 2005. He has a strong background in water resources, environmental engineering and construction administration. Jeff has extensive experience in work involving planning and design for water supply improvements as well as drinking water and wastewater treatment improvements.

Jeff is a member of the American Society of Civil Engineers (ASCE), American Water Works Association (AWWA), Kane County Water Association, and Fox Valley Operators Association. Jeff was the recipient of the Illinois Section of the American Water Works Association (ISAWWA) 2004 & 2006 Thurston E. Larson Best Paper Awards based upon his presentations entitled “Planning, Design, Vulnerability Assessment and Construction” and “Water Conservation Ordinances – What Are They and Do They Work?” at the association’s 2004 and 2006 annual conferences, respectively. Jeff was also a recipient of the ISAWWA 2014 Robert T. Sasman Volunteer of the Year Award and the 2020 Water Professional of the Year Award. Jeff is a former Chair of ISAWWA. Jeff continues to be on the ISAWWA Veterans Initiative and Water Utility Council.

Jeff is the Co-Chair of the Northwest Water Planning Alliance (NWPA) Technical Advisory Committee. He is also an engineering consultant to the Metro West Council of Government (MWCOG).

Jeff is a licensed Professional Engineer (PE) in the State of Illinois, a Certified Floodplain Manager (CFM), and a Leadership in Energy and Environmental Design Accredited Professional (LEED AP). He has a Bachelor of Science degree in civil engineering and a Master of Science degree in environmental engineering, both from the University of Illinois at Urbana-Champaign.
