UESPA Releases Lead and Copper Rule Improvements (November 2023)
On November 30, 2023, the US Environmental Protection Agency (USEPA) announced the details of the proposed Lead and Copper Rule Improvements (LCRI). The LCRI is an additional update to the Lead and Copper Rule (LCR) and Lead and Copper Rule Revisions (LCRR). EEI has created a detailed summary as well as a brief summary of the rule making.

IEPA Adopts New Rule for LSLR Projects receiving PWSLP Loans (December 2023)
In December 2023, the Illinois General Assembly Joint Committee on Administrative Rules (JCAR) approved the IEPA Procedures for Issuing Loans from the Public Water Supply Loan Program (PWSLP) to provide funding for Lead Service Line Replacement (35 Ill. Adm. Code 663). EEI published a Regulatory Notification to summarize the new rule.

USEPA LCR Revisions & Intent to Strengthen LCR (December 2021)
On December 16, 2021, the Lead and Copper Rule Revisions went into effect and the EPA announced its intent to develop a new proposed rule, the Lead and Copper Rule Improvements, to strengthen the regulatory framework. Illinois HB3739 Signed by Governor (August 2021)
On August 27, 2021, the Governor signed HB3739 and it became Public Act 102-0613. Learn More

Illinois HB3739 Passes (April 2021)
The proposal passed out of the House on a 76-31-1 vote. It now heads over to the Senate as SB0556 for consideration.

USEPA Announces Community Roundtables (April 2021)
Starting in May 2021, EPA intends to host community virtual roundtables during which local organizations can participate in a discussion of LCRR related topics and provide their unique perspective to EPA.

USEPA Announces Public Listening Sessions (April 2021)
Public listening sessions will be held on April 28, 2021 and May 5, 2021, from 10 a.m. to 10 p.m., eastern daylight time.

USEPA Asks for Public Comments on Revised LCR (March 2021)
The Revised LCR was issued in December 2020. However, in March 2021, the USEPA decided to take a step back and obtain more public input. Learn More.

Illinois State Legislation HB3739 (February 2021)
Illinois State legislators and advocates introduce legislation that would create a plan, funding, and timeline for the removal of all lead service lines in Illinois. HB3739 Creates the Lead Service Line Replacement and Notification Act and the Lead Service Line Replacement Fund to be used to finance and administer programs and activities specified under the Act. IEPA Service Line Material Inventory Reports (Established January 2017)
IEPA maintains Service Line Material Inventory Reports for each Community Water System. Learn More.

Illinois Public Act (PA 99-0922) Requires Lead Testing in Schools, Inventory of Lead Service Lines (January 2017)
In January 2017, PA 99-0922 amended the Illinois Environmental Protection Act (415 ILCS 5/et seq) to require annual service line material inventories. Learn More.
